On April 29, 2025, the UK government published its much-anticipated draft cryptoasset legislation, the Financial Services and Markets Act 2000 (Regulated Activities and Miscellaneous Provisions) (Cryptoassets) Order 2025. It will:

  • bring unregulated cryptoassets within the scope of UK financial services regulation
  • subject both UK and (in many cases) offshore firms serving UK customers to a licensing regime for a variety of activities involving exchange, custody, and staking of cryptoassets and issuance of stablecoins
  • make related changes to existing regulatory regimes.
