Tom has extensive experience of the development and delivery of major energy and infrastructure projects in APAC and around the world, involving sponsors, lenders, governments, and contractors.

He has experience across a wide range of sectors, including power (renewables, hydro, EfW, nuclear, thermal), water, oil & gas (including LNG), energy transition (including power-to-X developments, hydrogen and derivatives, carbon capture, use and storage and sustainable marine and aviation fuels) and transport.

Tom focuses on structuring, drafting and negotiating key project contracts such as EPC/construction and O&M contracts, concession agreements, offtake/supply arrangements, tolling structures and joint venture agreements, as well as advising on their subsequent implementation during all stages of a project’s life.

Representative matters

  • An IOC as operator and lead developer on the development of an LNG project in Asia with integrated CCS.
  • The sole international sponsor on all aspects of their development of the Cabinda Oil Refinery in Angola. 
  • A major sponsor on its participation to develop and operate a carbon capture and storage (CCS) hub offshore Malaysia. 
  • A global logistics company on a number of green marine fuel projects producing green hydrogen converting to ammonia and methanol across Europe, Africa, the Middle East and North America, including offtake arrangements. 
  • Xlinks on the development and financing of its Morocco–UK power and interconnector project. The project includes the development of a 10.5GW wind and solar energy generation project and combined 20GWh/5GW battery storage facility in Morocco, a 3,800km 4-line HVDC sub-sea cable from Morocco, through Portuguese, Spanish and French waters, to the UK, and the sale of power in the UK. 
  • The project company in connection with the Turkmenistan-Afghanistan-Pakistan-India Pipeline project.
