Troy is Energy and Infrastructure Sector Lead.

He focuses on the development of privately and publicly financed energy and infrastructure projects and assets across almost all jurisdictions. 

Troy regularly acts for sponsors, lenders, governments and contractors on all types of commercial and governmental contracts and economic structures, including concession, supply, offtake, joint venture, EPC/construction, O&M, funding, acquisition, sales and RAB arrangements and in sectors as diverse as hydrogen (including various power-to-X developments involving green ammonia, green methanol, sustainable aviation fuels and green steel), carbon capture, use and storage, electricity (renewables, nuclear and renewables), water, rail and oil & gas.

He is a specialist in first-of-a-kind projects.

Representative matters

The project company on the development of the greenfield GBP20bn Sizewell C nuclear power plant project in the UK. 
 
Xlinks on the development and financing of its Morocco–UK power and interconnector project. The project includes the development of a 10.5GW wind and solar energy generation project and combined 20GWh/5GW battery storage facility in Morocco, a 3,800km 4-line HVDC sub-sea cable from Morocco, through Portuguese, Spanish and French waters, to the UK, and the sale of power in the UK. 
 
CWP on eight world scale green hydrogen projects located in Africa, the Americas and Australia. 
 
The sponsor on the development of the 300MW Holmaneset green ammonia project in Norway. 
 
Green Lithium on the development and financing of UK’s first merchant lithium refinery producing battery-grade lithium hydroxide, including on the core raw material supply and lithium hydroxide offtake or tolling arrangements as well as project development contracts and technology licensing arrangements. 
 
The project company in connection with the Trans Adriatic Pipeline project in Greece, Albania and Italy.
