Marcella is a Counsel in the Energy, Natural Resources and Infrastructure group with experience advising sponsors/developers and lending institutions on procurement and construction contracts and the financing and structuring of major infrastructure projects in the PPP, energy, mining and process plant sectors. 
Marcella specialises in the commercial contract aspects of onshore and offshore energy and infrastructure projects and has significant experience advising ECAs and lenders on the structuring, negotiation and bankability analysis of a range of project documentation for completion of such projects across Asia Pacific and Europe. 

Experience

Representative matters

  • ECAs and lenders in relation to the financing of the 1,022MW Hai Long OSW project, which is the largest OSW project in Taiwan to date and the largest project financing of a Taiwan OSW project. Led on the procurement and due diligence workstream which spanned more than 16 months. APAC Offshore Wind Deal of the Year 2023, IJGlobal Awards; APAC Offshore Wind Deal of the Year 2023, PFI Awards; Best Project Finance Deal, FinanceAsia Achievement Awards 2023.
  • The ECAs and lenders in relation to the Hai Long 2A, 2B and 3 offshore wind farms in Taiwan. Asia Pacific Offshore Wind Deal of the Year 2021, IJGlobal Awards; Asia Pacific Offshore Wind Deal of the Year 2023, PFI Awards; Best Project Finance Deal, FinanceAsia Achievement Awards 2023.
  • JBIC, NEXI, an export credit agency, UKEF, Credendo, Eksfin and EFA and the commercial lenders, on all aspects of the project financing of the Hai Long 2 & 3 offshore wind project, Taiwan. Best Project Finance Deal, FinanceAsia Achievement Awards 2023, Asia Pacific Offshore Wind Deal of the Year, Project Finance International.
  • The sponsors (Macquarie and Swancor) in relation to the execution/delivery phase (and ultimate rebaselining of project schedule and price) of the 376MW Formaosa 2 offshore wind farm in Miaoli County, Taiwan. Formosa 2 is now fully operational. Best Syndicated Green Loan 2019, The Asset Triple A Sustainable Capital Markets Regional Awards.
  • Lenders on the financing of the roll-out of a nationwide 4G/5G telecom network in the Philippines by Dito. Led on the due diligence workstream. APAC Telecoms Deal of the Year 2023, IJ Global Awards.
