Kirk focuses on disputes, investigations, and crisis management related to cybersecurity and emerging technology.

Kirk is a litigation and investigations associate in the Washington, D.C. office of A&O Shearman. He counsels clients across a range of industries on matters of cybersecurity, national security, and international dispute resolution. He maintains an active immigration pro bono practice.

Kirk earned his law degree from Stanford Law School, where he was a Knight-Henessey Scholar and notes editor of the Stanford Law Review. During law school, he worked at the National Security Division of the U.S. Department of Justice and for Taiwan’s Minister of Digital Affairs, and was a visiting student at Waseda University Law School. Prior to law school, Kirk was a researcher at the Council on Foreign Relations. He has lived and worked in Beijing, Shanghai, Taipei, and Tokyo.
